On a point of order, Mr. Deputy Speaker, Sir. Repeating a statement twice is not substantiating. The Standing Orders make it clear that a Member who makes allegations against any person must be ready to substantiate, either now or at the time appointed by the Speaker.

Mr. Deputy Speaker Sir, the reason I raised the point of order is not in the seven areas of substantiating. Sen. Wetangula said that Mr. Chirchir participated in masterminding the greatest rigging using technology. That is the very reason I raised that issue and he must add it in the seventh list. To the best of my knowledge, Mr. Chirchir never worked for the Independent Electoral and Boundaries Commission (IEBC); maybe the Interim Independent Electoral Commission (IIEC). He has never been a head of a technology unit, he was then a Commissioner. He, therefore, must add the question of masterminding ...
