Just like the Energy Bill, this Bill must be enacted by both Houses of Parliament latest, 27th August, 2016. (Dr.) Machage, that there is no provision in the Constitution that says the Budget should be read in Parliament. That was an arranged session by the Speaker of the National Assembly, Members of the National Assembly and the Executive.
