However, is he in order to mislead the people of Kenya on a very straight forward issue namely, that the law as provided for in the Constitution says that the percentage that is required is at least 15 per cent. First, for misleading Kenyans that the 15 per cent that is required is 15 per cent of Kshs1.026 trillion. It is the 15 per cent of the last audited accounts approved by Parliament.
