We have a unique opportunity because the Embu situation created precedence where the court in Kerugoya later said that this House had the power to use Section 33 of the County Governments Act to use the same procedure for removal of a governor to remover a deputy governor. Part of the reason I initially thought that we should not form a Committee is because it was my feeling that most deputy governors have no proper defined functions.
