Mr. Speaker, Sir, I agree with the Chairman of the Committee on Finance, Commerce and Economic Affairs that we might need to restrain ourselves. When we visit our counties, there are issues that the locals want us to address. They just tell you: “Can you tell us this and that.” It is important for us to know the specificity of what the committee is seized of. Our only food and bread and discussion is devolution. Mr. Speaker, Sir, in your ruling, I want you to rule the Chairman of the Committee completely out of order for denying the House the opportunity. I thought I did not hear him right when he said that “we will sample”. The Constitution does not say: “A sample of county reports.” It says all reports must be debated by the House.
