Mr. Deputy Speaker, Sir, first of all, I would like to commend Sen. G.G. Kariuki for such a wonderful Motion. It is important to appreciate that the country is going through a serious phase of attack. (Prof.) Kindiki): Madam Temporary Chairperson, I beg to move: THAT, Regulation 1 of the Regulations be amended by deleting the words “come into operation” appearing immediately after the words “and shall” and substituting therefor the words “be deemed to have come into operation”. Madam Temporary Chairperson, Regulation 1 is very clear. The amendment is very clear that we want to delete the words come into operation appearing immediately after the words “and shall and substituting thereof the words “be deemed to have come into operation.” This is just a matter of usage of English to make the regulation more ...
