All that I have said is that the Constitution talks about the obligation – it is even a duty – for the national Government to build the capacity of counties to discharge their constitutional functions. Mr. Speaker, Sir, when Sen. (Dr.) Khalwale talks about what the President said, he must be referring to media reports. The Constitution says that when the President makes a decision, he puts it in writing. Sen. (Dr.) Khalwale has not tabled in this House anything written by the President which says that all functions shall be decentralized immediately. What we know and what we have been informed by the Cabinet Secretary for Devolution and Planning is that the President expressed his intention and readiness to devolve these functions, even all of them, when and if directed by request from counties ...

Thank you, Mr. Speaker, Sir. If Sen. (Dr.) Khalwale accepts and agrees that whatever statement he was referring to was not written in the media reports, why does he want me to table what does not exist unless he is requesting that this House asks the President to put something in writing so that I come and table it?
