In my own reading, it is as though the President will have the power to designate a Senator if possible to come and move that Motion, or perhaps, the party where the President represents; whether it is minority or majority, will designate a Senator to come and move the Motion, hence the provision in Standing Order No.24 (6) that it is any Senator who can move that Motion.
