have already done that well. What made us very keen when we started to delve into this issue was that there were allegations that Members of Parliament had been given land in Karen to support the status quo. I am here to say that I was not a beneficiary. All the other Members also made those claims. The crux of the matter is that all the evidence provided by the NLC, the Ministry of Lands, Housing and Urban Development, the Ethics and Anti-Corruption Commission (EACC) and the Criminal Investigation Department (CID) Director, Muhoro were presented to the Sub-committee. NLC. If the functions of these two agencies are not spelt out very clearly, Kenyans will continue to suffer. I do not need to go into the details. I would like to say that the various Bills that are coming to Parliament should be passed quickly, so that the public have a place to go which they trust and can authenticate documents. Currently you cannot. There is this fear that if I go to the Ministry of Lands, Housing and Urban Development, I might have a document and mheshimiwa Dalmas might have the same document for the same piece of ...

I just want to support the Departmental Committee Chairman because this amendment will remove all the ambiguities. There is no ambiguity. If someone wants to get evidence from whoever is taking the administrative action, then it is clear that the information must be supplied. So, I fully support the Departmental Committee Chairman. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor.

25 Nov 2014 in National Assembly:
Hon. Temporary Deputy Speaker, I would like to express my condolences to the people of Mandera, Kapedo and all those who have suffered from this kind of violence. One of the major issues that we have to look at is the laxity of security agencies. It is very apparent even when you go into a police station. When you report an incident in a police station, the police do not take it very seriously. They will merely jot it down in the Occurrence Book, close that book and forget it. No one is accountable in this country. There is a ...
