  • 6 Nov 2015 in Senate: Mr. Speaker, Sir, the Senate Minority challenged some senior counsel to speak to this matter and I want to step into that space. Mr. Speaker, Sir, in legal theory and jurisprudence, there are two types of law. There is the law as it is now which you might like or dislike, and also the law as it ought to be. You could refer to it as positivist law and there is also natural law. However, what my colleagues from the other side have done is to be very creative because we are dealing with a fairly bad law. According to ... view
  • 4 Nov 2015 in Senate: Mr. Deputy Speaker, Sir, I have a statement to make which was requested by Sen. Sang. view
  • 4 Nov 2015 in Senate: Mr. Deputy Speaker, Sir, I request to give it on Tuesday, next week, when Sen. Sang will be here. view
  • 4 Nov 2015 in Senate: Mr. Deputy Speaker, Sir, this is a very sad story and the Government seems to be helpless in the face of Borana bandits and cattle rustlers who have invaded large parts of Meru. The measures that Chairman, Sen. Haji, has talked about do not seem to be effective because the same day when the Cabinet Secretary was addressing a rally on 31st, a few kilometers away from where he was addressing, one person was killed and very many animals taken away. The day before yesterday when we were attending a burial of the five people who had been killed about ... view
  • 4 Nov 2015 in Senate: Mr. Deputy Speaker, Sir, can the Chairman tell us when this team will start work because this is the real problem? Until the boundary is marked, this ambiguity and problems will continue. view
  • 4 Nov 2015 in Senate: Mr. Deputy Speaker, Sir, my friend, the Senator for Kajiado, has made a very serious statement; that the leaders who attended the funeral asked the people to arm themselves. I attended the funeral and it was a church service in which we preached peace and requested the Government to be serious. Can the Senator substantiate and name the leaders who told the people to arm themselves? We cannot let him get away with that kind of statement. view
  • 4 Nov 2015 in Senate: Mr. Deputy Speaker, Sir, I thank the Chairman, Sen. Haji, because he is a very hardworking and honest person. However, I will be interested to know how much more time he requires to bring the additional information which he has said he does not have now. view
  • 4 Nov 2015 in Senate: Mr. Deputy Speaker, Sir, we know that the Standing Orders only require consultation of the leadership of the House and the Speaker in calling that Special Session. Impeachment is the most important and serious business for this House. Given the mood that you are getting from the Members, if we come here on Saturday and we do The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate. view
  • 3 Nov 2015 in Senate: Thank you, Mr. Deputy Speaker, Sir. I want to thank the Chairman of the Committee on Lands, Housing and Urban development for this Statement. The Statement leaves some gaps which the CS could have filled. It brings out the lack of commitment of this Government, in issuance of titles in Meru County, which is very clear. If you look at the Statement in Meru North, in Athinga /Athanja Adjudication Scheme, only one title deed has been issued since March. We are now into the seventh month, one title deed in a whole adjudication section for seven months and they claim ... view
  • 3 Nov 2015 in Senate: Mr. Deputy Speaker, Sir, January is three months away from now. I will revisit the matter in January, but as a sign of seriousness and commitment, could the Cabinet Secretary release Kshs5 million to Ruiru/Rwarera Adjudication Scheme so that the objections can be heard? There are only three days left and the title deeds can be issued there as a sign that by January, they will do it. view
