  • 15 Oct 2015 in Senate: Mr. Deputy Speaker, Sir, thank you, for giving me the opportunity to support this Motion which seeks to adopt the report of the Select Committee that was appointed by this House for purposes of looking at the Senate with a view to amend the Constitution and give the Senate a strong foundation in the Constitution. I was a Member of this Committee, Therefore from the outset, let me say that I am familiar with the report and I support it. However, allow me to point out a few things in support and for emphasis of certain aspects of the report. ... view

  • 13 Oct 2015 in Senate: Mr. Speaker, Sir, the Senate Minority Leader is always trying to distract people. I appreciate the predicament that our brother, Deputy Chairperson of the Committee on Lands and Natural Resources is in. I am also the Chairperson of the Committee on Agriculture, Livestock and Fisheries. Sometimes we do not get responses from the Ministry when we want. However, merely writing a letter is not enough. You can call the Cabinet Secretary (CS) or have a cup of tea with him and find out why this answer has not been given. view
  • 13 Oct 2015 in Senate: Mr. Speaker, Sir, can the Vice-Chairperson demonstrate to this House that apart from writing the letter, he has made more effort to get a response to my question? view
  • 7 Oct 2015 in Senate: Mr. Speaker, Sir, mine is very simple. I wish to record my sincere thanks and gratitude for saving my Motion which faced stiff resistance from some forces of which Sen. (Dr.) Machage is one. My Motion is intended to bring order and to reduce uncertainty and chaos that is happening as a result of these boundaries not being marked. We will contribute to the Motion when the time comes. I thank you for allowing this Motion to proceed. view
  • 7 Oct 2015 in Senate: Mr. Speaker, Sir, we are at a loss; what name did Sen. Mong’are call you? Musungumusi? That is a new one. Could he repeat it? We do not know whether it is a Kisii name or--- view
  • 7 Oct 2015 in Senate: Mr. Speaker, Sir, I studied Kiswahili language up to Form 6 level, but I never heard that word, ‘ musungumusishi’ . Pengine msemaji--. view

  • 1 Oct 2015 in Senate: Mr. Speaker, Sir, I rise to make a response to Sen.(Prof.) Lesan who requested the Chairman of the Senate Standing Committee on Agriculture, Livestock and Fisheries to respond to the following issues:- (1) Whether the Government can give an assurance of availability of subsidized fertilizer to tea farmers. The answer to this one is that the Government is not able to give assurance of availability of subsidized fertilizer to tea farmers as a result of budgetary constraints in the current financial year. (2) The cost of a 50 kilogrammes bag of fertilizer in each of the tea growing zones is ... view
  • 1 Oct 2015 in Senate: (6) Whether the Government is considering waving the cost of handling storage and other charges levied on fertilizers so as to ease the financial burden of farmers. The response is that even if the levies are waived, it will only amount to 3 per cent because it will be the Railway Levy and IDF charge. This cannot make any significant changes in the cost of fertilizer. However, the Ministry is in discussion with the national Treasury to see whether 16 per cent Value Added Tax (VAT) on fertilizer could be waived because this would substantially reduce the cost of fertilizer ... view
