Mr. Temporary Speaker, Sir, as the Chairman of this Committee responds, we should know why the issue of identity cards keeps on coming up every now and then. It is not the ideas per se which cause problems but discrimination in the issuance of identity cards where some areas feel that they have not been issued with identity cards in the same spirit as in other areas. It is true that our Committee made a visit to Mombasa County. Judge, Sen. Madzayo, who is a neighbour to Sen. Hassan, is a Member of our Committee.
