  • 17 Feb 2015 in Senate: Yes, it was submitted more than two hours before. The Clerk who was here knows about it. view
  • 17 Feb 2015 in Senate: I will give you the copy after I read it. I am proposing an amendment that the Report of the Senate Standing Committee on Finance, Commerce and Budget on consideration of the second generation criteria for resource allocation, 2015/2016, 2016/2017 and 2017/2018 be adopted, subject to amending the recommendation by:- (a) re-numbering the current recommendation which has no number as “1”; and, (b) adding recommendation “2” and “3” as follows:- 2. THAT, 1 per cent of the resultant figure arising from recommendation “1” in each county in every financial year shall be reserved in the respective county revenue funds, to ... view
  • 11 Feb 2015 in Senate: Thank you, Mr. Temporary Speaker, Sir. I can hear “Senator number one” complaining. However, he should remember that I am the Chairperson of the Committee on Agriculture. I am not being favoured. view
  • 11 Feb 2015 in Senate: Thank you, Mr. Temporary Speaker, Sir, for giving me the opportunity to contribute to this very important Bill. I should be the right person to be speaking now because as you know, Meru County is one of the top producers of potatoes in this country. view
  • 11 Feb 2015 in Senate: Mr. Speaker, Sir, we compete for this honor with my colleague here, the Senator for Nyandarua, but we produce higher quality potatoes than Nyandarua. I thank my colleague, Sen. (Eng.) Muriuki for introducing the Bill. We in the Committee on Agriculture have really supported him on this Bill. We conducted public hearings and we have listened to all the potato experts in this country. They have by and large supported this Bill and given very good ideas on how it can be improved. We are going to be introducing some amendments at the Committee Stage to allow those ideas to ... view
  • 11 Feb 2015 in Senate: Mr. Temporary Speaker, Sir, when we say that the wholesale package of potatoes should be 50 kilogrammes, we are not saying that potatoes cannot be sold at retail price in smaller packages. You can sell even a single potato if you want. You can sell in one or two kilogrammes. In the supermarkets you rarely find them in 50 kilogrammes. What we are saying is that the farmer will be selling the potatoes at wholesale price of a bag weighing 50 kilogrammes. We are not inventing. We are just following International Labour Organisation (ILO) standards. The ILO has standardized these ... view
  • 11 Feb 2015 in Senate: Mr. Temporary Speaker, Sir, Sen. G.G. Kariuki has become so cynical. He is asking “Arrested by whom?” Who arrests people? It is the police who enforce the law. Once this law is passed by this House, we expect the police in this country to enforce the Potato Act because that will be the law. So, if any person is seen passing through Rumuruti carrying bags of more than 50 kilogrammes he should be arrested by the police in Rumuruti. If he is seen in Nairobi, he should be arrested by the police in Nairobi. They are the law enforcement agents ... view

  • 30 Dec 2014 in Senate: Mr. Speaker, Sir, we have all come from long distances to attend this Special Session because we are taking this matter seriously. I do not want, in any way, to trivialize this session. I want to give very brief responses to what the Senate Minority Leader has said regarding the preliminary objection which has been raised by the Senate Majority Leader. The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate view
  • 4 Dec 2014 in Senate: Mr. Temporary Speaker, Sir, I rise to support this Motion. Essentially, we passed this Motion when we passed the calendar of the Senate sometime back. We are just confirming what we decided when we passed our calendar. Mr. Temporary Speaker, Sir, we are going on recess when this country is burning. Insecurity is on the rise. The Senate has done the best that it could on the issue of containing the rising insecurity in the country. I am happy that the Senate approved a Motion that the Committee on National Security and Foreign Relations and the Committee on Legal Affairs ... view
