  • 5 Aug 2014 in Senate: Mr. Chairman, Sir, just a small clarification. Our understanding is that the current budget, both at the county level and national level, is a programme-based budget. When we asked the Finance, Commerce and Budget Committee of the Senate to appear before us, as the Committee on Agriculture, Livestock and Fisheries they told us that the budget for the Ministry of Agriculture is a programme-based budget. Now, the Chairman is proposing that the programme-based budgets should come into place in the next financial year and not this financial year. But our understanding is that they are already in place. view
