Mr. Speaker, Sir, Standing Order No.69 is on the right to be heard. The Standing Order states:- “Whenever the Constitution or any written law requires the Senate to consider a petition or a proposal for the removal of a person from office, the person shall be entitled to appear before the relevant committee of the Senate considering the matter and shall be entitled to legal representation.” Maybe in the course of moving the Motion, it should be clarified to us whether, indeed, the Governor appeared before the Committee or not. Kenyans should know the charges which have led to the impeachment of Governor Wambora. They include gross violation of the Constitution and gross violation of the Public Procurement and Disposal Act.
