This is because we have to be involved in oversighting the county planning processes. We have to undertake the oversight of the budgeting processes, from the beginning to the end. I want to thank you, Mr. Speaker, Sir, and all the Members of this House who have overwhelmingly supported this Motion. They have fully supported it as well as the amendments; they have even given more arguments to reinforce our own arguments regarding the amendments that we proposed. Mr. Speaker, Sir, allow me to especially thank the ‘bullfighter,’ Sen. (Dr.) Khalwale, for bringing a very important amendment which reinforces the role of the Senator as the representative and the symbol of the county.

On a point of order, Mr. Deputy Speaker, Sir. Is it really in order for the Senate Minority Leader, who we really respect, to stand here and mislead both this House and Kenyans that the Maasais who are being displaced by the geothermal plants in Olkaria are not being compensated? They are, in fact, being compensated in accordance with the settlement arrangement and programme developed with the assistance of the World Bank. So, compensation is there, full and adequate.

Mr. Deputy Speaker, Sir, I just challenged one simple point; where the Senate Minority Leader said that the Maasai community was not compensated in the Olkaria area. He conceded that they were compensated and went on to other generalities. I am not interested in the other generalities, but the Maasai community in Olkaria was compensated in accordance with a resettlement programme developed jointly between the Government of Kenya and the World Bank.

Mr. Deputy Speaker, Sir, I rise to support this Motion. I so doing, I want to welcome my old friend back. I know that very many people will be talking to him. Very many people will be saying how they prayed for Sen. Wetangula to come back. That happens after the campaigns. Some people come to tell you how they died for you and how they prayed for you. Such people are not with you. You should know the people who were with you even if we did not talk. Sen. Kiraitu Murungi is one of them.

I am very happy that Sen. Wetangula is going back to the Committee on National Security and Foreign Relations. We should not forget the fact that Sen. Moses Wetangula served as a very able Foreign Minister of this country during the very successful Grand Coalition Government.
