On a point of order, Mr. Speaker, Sir. I want to propose some way forward in this matter. What my colleague, Sen. Kuti, said is true. There are many Meru people who live, especially, in Isiolo Town and there are many people from Isiolo also on the Meru side. This is historical because Isiolo Town itself was part of Meru and it is the

which leased that part to the colonial government to settle the Somalis from Somalia after the Second World War. We are not claiming the land back. At the time of the lease, the land was demarcated and the documents exist. The boundary is well known, especially to the Ministry of Interior and Coordination of National Government. Would I be in order to propose that for us to resolve this matter, the Cabinet Secretary or the Committee Chairman requests that we have a specific date when Sen. Kuti, the Governor of Meru, who had done the market, the Governor of Isiolo, ...

Mr. Speaker, Sir, I rise to request a Statement from the Chairman of the Committee on Devolution and Planning on the following issues: First, what steps the Salaries and Remuneration Commission (SRC) is taking to review the salaries and allowances of the Members of the County Assemblies (MCAs) between April and October, 2013. Secondly, what has led to the suspension of all sittings by the county assemblies in the Republic? Thirdly, what steps the SRC has taken to address this salary crisis which threatens to paralyse the effective functioning of the devolved system of government, especially after the Senate passed ...

Mr. Speaker, Sir, I stand corrected. I request the Statement from the Chairman of the Committee on Devolved Government. Secondly, we had a debate on a Motion brought by Sen. Elachi in which this matter was declared to be of definite and urgent national importance. The Chairman says that the Statement will be ready in two weeks. In view of the position taken by the Senate during that Motion, the matter should be treated as urgent. Therefore, I request that the Statement be issued by Thursday, next week. Mr. Deputy Speaker, Sir, I want to thank you for giving me the opportunity to contribute to this very important Motion. First, allow me to most sincerely and warmly congratulate our Committee on Education and Information Communication led by the very able Chairman, Sen. Kagwe, who has pioneered the work of Committees in this House by touring the country, listening to the voices on the ground and identifying gaps on what the mandate of this Senate should be. It is the mandate of all the county governments in the Republic to support and promote ECD. I want to take this ...

Mr. Speaker, Sir, I am rising on a point of order to seek your guidance in a case where a Committee persistently ignores the directions of the Chair. Mr. Speaker, Sir, the Committee on Agriculture, Land and Natural Resources – which is chaired by Sen. Kivuti, who is here today – has refused or neglected or otherwise failed to respond to my request for a Statement regarding expired 99-year leases, which was requested for before the Senate went for recess. This is the fourth time I am reminding the Committee through the Chair. Last time, the Chairman slipped out of ...

Mr. Speaker, Sir, I am agreeable to your proposal of giving the Chairman of that Committee one more chance to give us the Statement on the 99-year leases on Thursday next week. But if he does not do so, then dire consequences should be visited on that Committee. I thank you, Mr. Speaker, Sir.
