  • 2 Jan 2013 in National Assembly: Mr. Speaker, Sir, I also want to join my colleagues in thanking the Prime Minister for leading us in paying tribute to the Tenth Parliament. We have been in this Parliament for some time now, but I think this is the most vibrant Parliament that we have been in. I am one of those who did not vote for you when you were being elected Speaker, but I want to assure you that if we were to vote again tomorrow, count on my vote. I am going to vote for you! The Grand Coalition has done extremely well given the ... view
  • 19 Dec 2012 in National Assembly: Mr. Deputy Speaker, Sir, I beg your indulgence. We had arranged with my Assistant Minister, hon. Amb. Mahmud, to answer this Question, but I do not seem to see him in the House. Could we given some time for me to find out where he is? view
  • 19 Dec 2012 in National Assembly: Mr. Speaker, Sir, I have had the luck and privilege to serve the President for 20 years in this House out of his 49 years in it. Our most humorous days were our days in the Opposition. Mr. Speaker, Sir, we all remember the wit, humour and eloquence which the President addressed the various debates we had in the Opposition when he was the Leader of the Opposition between 1997 and 2002. I am sure some of those speeches will appear in that book, and I want to sincerely thank and congratulate him for those days. view
  • 13 Dec 2012 in National Assembly: Mr. Speaker, Sir, that petition was actually addressed to the Minister for Environment, but subsequently there was a request for a Ministerial Statement. The request for the Ministerial Statement was made after I had made an extensive tour with the hon. Member to both Nigeria and Ghana. All the issues that he was raising were raised during that tour, and I thought the Member of Parliament was satisfied. But I have been ready with the Statement that the hon. Member requested. I do recall that I came to consult you because the day when I was supposed to give it, ... view

  • 13 Dec 2012 in National Assembly: Mr. Speaker, Sir, I did not use the term “pastoralist” in any derogatory manner.I meant that a pastoralist, as a person, moves from one place to another place. It was in that context; it should be used the same way he used the word “agriculturalist” So, it has no derogatory meaning. My friend should be proud. view
  • 13 Dec 2012 in National Assembly: Mr. Speaker, Sir, regarding the petition, I still insist, and this can be confirmed from the HANSARD, that the petition was addressed to the Minister for Environment and Mineral Resources. Regarding the Ministerial Statement, I was ready with, but I do not carry it with me all the time. If I am given a date, when both the Member of Parliament and I should be here, I will be ready to come and deliver the Ministerial Statement. view
  • 13 Dec 2012 in National Assembly: Mr. Speaker, Sir, could you make it Wednesday in the afternoon? view
  • 29 Nov 2012 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. I would like to profusely apologize to the House for coming late. I was actually held up in a traffic jam. I could hear you calling me. As you are aware, there is a matatu strike and all the private vehicles are on the road today. So, that is how we got held up. However, I am ready with the answer. Mr. Deputy Speaker, Sir, I beg to reply. (a) Yes, I am aware. (b) The power interruptions have been caused by the following factors: (i) inadequate generation and unreliable power supply; (ii) very ... view
