Mr. Deputy Speaker, Sir, I beg to move the following Motion:- THAT, this House Adopts Sessional Paper No. 2 of 2011, on Kenya Government Guarantee of a Loan of Eur 60,000,000.00 equivalent to Ksh 7,560,000,000.00 from the KFW, Frankfurt Am Main to the Kenya Electricity Generating Company for financing the 280mw Olkaria 1 and IV Geothermal Power Plant laid on the Table of the House on Wednesday July 27, 2011.

Mr. Temporary Deputy Chairman, Sir, we need to read Article 137 of the Constitution more closely. Article 137(1) talks about qualifications and disqualifications for elections as President. Article 137(2) says “a person is not qualified for nomination as a presidential candidate if the person owes allegiance to a foreign State or is a public officer or is acting in any State or other public office”. Madam Temporary Deputy Chairlady, I also oppose this particular amendment because the House has spoken in one voice against party-hopping. We are now introducing party-hopping through deletion of this clause. We must strongly oppose this dangerous trend.

On a point of order, Madam Temporary Chairlady. We cannot let hon. Karua keep on proceeding with Anglo Leasing. This is a song in this House. I am one of those who have been investigated and over-investigated about Anglo Leasing and I am a public officer. Could hon. Karua substantiate that I have any account abroad?

Mr. Speaker, Sir, I beg to support this Motion Indeed, we can take the First and Second Readings of this Bill at the same time. The Ethics and Anti-Corruption Commission Bill is not very new, as one Member said here before. Indeed, we have an Act of Parliament which is being aligned to the new Constitution. The Second Reading of a Bill deals with matters of policy that informs the Bill and that any consensus on amendments can be reached at as we reach the Third Reading.
