amendments. How do I support an amendment to include duties and responsibilities of the citizen? Just implement the African Charter on human and people’s rights, which Kenya ratified in October 1981. How do you support amendments to strengthen Chapter Six and fight corruption, when we have 12 Acts of Parliament speaking on corruption, and corruption has tripled in the period? We are only creating a larger Parliament and Executive and entrenching exclusion by saying that once we have representatives of two or five of the 44 communities of Kenya represented in the National Executive, then there will be stability, and ...

For that reason, I will ignore the question because it is not relevant to what I said. I conclude with a message to the people of Kenya. I have lived long enough in this country and know what is likely to happen when this Amendment Bill is presented to

you in the referendum. By fire, by force, this process may go on with or without what we have said. For Kenya, our dear country, to advance from where we are, the people must learn to be the rightful masters over all the three Arms of government and the organs of state: The Legislature, the Executive and the Judiciary. Therefore, the people in the instant case ought to overthrow not the Constitution, but the men who seek to pervert the Constitution. Wherever they are holed up, smoke them out, overthrow them and defend the Constitution.

Madam Deputy Speaker, this afternoon, on the Floor of the House, so that I, Kithure Kindiki, Senator of Tharaka-Nithi, will be found to have stood on the right side of history when it mattered; at a time when our country is going through unprecedented difficulties, I will be on the people’s side and stand on the right side of history.

Madam Deputy Speaker, I beg to support the Second Reading of the Cooperative Societies (Amendment) Bill, 2020. The first cooperative society in Kenya was registered in 1908. Since then, there have been more than 22,000 cooperative societies in Kenya. The purpose of cooperatives is to do business together and also access credit, even as members enjoy economies of scale. The cooperative movement in Kenya is one of the most developed in the entire world. Within Africa, Kenya has the best cooperative movement structure. Therefore, it is because of this rich history and experience that Kenya continues to become a trailblazer ...

interventions in the social and economic sector have been achieved largely because of cooperative movement. It is not surprising that in counties and parts of Kenya where the cooperative movement has been fairly strong, the standards of living in those places have been high compared to parts of our country where the cooperatives culture is not strong. Therefore, the county government and devolution gives an opportunity for parts of our country that have not embraced cooperative culture to catch up with the rest of the country in terms of development. Madam Deputy Speaker, the Bill starts with the seven principles ...

Madam Deputy Speaker, I hope through this Bill, whether it is at the Committee stage or still within the province of the sponsor, my sister Sen. (Dr.) Zani, ways must be sought to provide national norms on how to hold the senior officials and directors who run cooperative societies in this country. This is to make sure that they do not steal money of depositors and live like kings when the peasants who struggle so hard to save are living in penury. That is the only area that perhaps I thought through this legislation, a provision can be thought about ...

Thank you, Mr. Temporary Speaker, Sir. My heart is burdened to eulogize Sen. Haji, the late Senator of Garissa County. When I joined the Senate for the first time in March 2013, I never imagined in my life that I would have the privilege of sharing this Chamber with such a distinguished public servant. Sen. Haji alongside other equally illustrious sons and daughters of Kenya, including the Senate Minority Leader, the late G.G Kariuki, the former Senator for Laikipia and Senators like Kiraitu Murungi. Some of us never imagined we will have an opportunity to serve with such great people. ...
