Thank you, Mr. Temporary Deputy Speaker Sir. I would like to join my colleagues in supporting this very important Motion. It has been said and it is true that this is one Ministry which is being run professionally. I want to say, for records sake, that the Minister had an opportunity of visiting my district and that in itself encouraged us, in the constituency and the district at large. I just want to talk about a few issues. Some of them we cannot avoid repeating. As we approve this proposed budget, I want to say that these funds should reach ...

Mr. Temporary Deputy Speaker, Sir, the issue of distribution of teachers is a problem. You will find that the concentration of teachers is mostly in urban centres, leaving some rural schools without teachers. This is a discrepancy that has been mentioned time and again. It has come severally on the Floor of this House; that there are

Thank you, Mr. Temporary Deputy Speaker, Sir. When we talk about food security in this country, we are talking about the farmers. We are all aware that farmers in this country borrowed money from lending institutions, one of them being the Agricultural Finance Corporation (AFC). But because of the poor weather conditions; the rains have failed, there is a general crop failure in most parts of this country. That has left the farmers in a very awkward position. They are not able to repay the loans because

Mr. Speaker, Sir, arising from the Ministerâs response to this Question, he says this council was not operational for one year. One year is a very long time for a Government entity like a council not to operate. I wish also to state that before this council entered into an MOU with this conservancy, it got 95 per cent of its revenue from this park. However, when they entered into this MOU, the figure changed. Could he tell this House how much revenue was collected for the last one financial year by the conservancy and how much of that revenue ...

Mr. Deputy Speaker, Sir, I wish to thank the Assistant Minister for the answer but I would like to say that this is a road with a very long history. The tarmacking of this road started way back in 1968 and up to date, it has never been completed. Could he clarify how many times the Government has attempted to tarmac this road and the amount of money involved?

Mr. Deputy Speaker, Sir, I was expecting the Assistant Minister to tell the House the amount of money so far used on this road but it is not in his answer. However, I wish the Assistant Minister could confirm to this House that this time round, the remaining section of 37 kilometres is going to be tarmacked.

Mr. Speaker, Sir, I beg to ask the Minister for Livestock Development the following Question by Private Notice. (a) Is the Minister aware of the existence of the outbreak of a disease that is killing cattle in the Mara Area of Narok South District? (b) Could the Minister give the identity of the disease? (c) What is the Ministry doing to contain the disease?

Mr. Speaker, Sir, these are some of the surprises that we continue getting in this House. The Assistant Minister is reading a different answer from the one that he has given to me! But I want to interrogate him on the one that I have. In the answer that I have here, the Assistant Minister is talking about the death of livestock and not about the existence of the disease. I have asked him to confirm whether the department is aware that there is a mysterious disease that is killing livestock in the Mara region, which is related to the ...
