friend, the Senate Majority Leader. Therefore, when we sit here and start lamenting, we are lamenting and pointing a finger at you. I would not say that you are failing, but other people could conclude that. This House must be respected. When we stood here and some of us argued, we interpreted Article 153 of the Constitution to say that a Cabinet Secretary can only appear before a Committee of the House. They are mandated to appear when invited to do so. However, the Judiciary saw it fit that they also appear before the Plenary. Now that they are here, ...

Thank you, Mr. Deputy Speaker, Sir. I will begin by appreciating the candidness of the Cabinet Secretary. The Cabinet Secretary went straight to the point and said there were no plans. I wish she had read her entire response; it would have made sense.

In her entire response, she has given mitigating factors for how this problem can be resolved. Before I ask my supplementary question, for the purpose of the HANSARD, and given that this question was asked by a colleague who is not here, I am getting a response that says that the libraries are devolved and the Ministry has no plan to remit. One of my requests is that since the Cabinet Secretary took time to write a detailed response when anyone listens to it, they will see that even if the function has been devolved, efforts are being made. plans to build and fund this? During each financial year, can the Cabinet Secretary tell us the money planned to be invested in such ventures? When I read the headline, it said, 'Ministry of Gender, Culture, the Arts and Heritage' but when I went to the Constitution, library services were devolved.
