Narok whose family could not even afford to support them – now have a burden of Kshs100,000 on top of them. I think people should stop giving birth; because it is sad. Madam Temporary Speaker, when you have been elected by people from your constituency and you have been brought here, you loathe the fact that they are being treated unjustly. You develop hatred for all the challenges that they have to go through. A poor mama mboga at home who relied on a gorogoro, a small tin of corn or maize – God has been faithful and gentle to ...

19 Sep 2018 in Senate:
Thank you, Mr. Deputy Speaker, for giving me an opportunity to contribute to this Motion on the Cash Disbursement Schedule for the Fiscal Year 2018/2019. This Motion would not have come at a better time than now, when we, in the country, are alive to the fact that Kenyans are concerned about the collection of taxes, specifically on the imposition of the eight per cent Value Added Tax (VAT). This is a conversation that all Kenyans should be having at the moment. When we sit in this House and talk about the Division of Revenue Bill which then sets out ...

19 Sep 2018 in Senate:
Thank you, Madam Temporary Speaker. I rise to second the Motion that this House adopts the Report of the Senate Sessional Committee on County Public Accounts and Investment on the inquiry into the financial operations of Nakuru County Executive for the Financial Year 2013/2014 which runs from 1st July 2013 to the 30th June 2014. Madam Temporary Speaker, from the outset, this Committee is really doing a very good job in trying to expedite the adoption of these reports. When we looked at our legacy report, the previous House had not done a lot of work. From the amount of ...

19 Sep 2018 in Senate:
Thank you, Madam Temporary Speaker. I rise to second this Motion. From the onset, I wish to state that although I am a Member of the CPAIC and I am seconding this Report, I am disappointed.I have looked at the Report and I have seen that the people of Kilifi County lost millions of shillings. In fact, oncethis Report isadopted, the Ethics and Anti-Corruption Commission (EACC) should be looking at possible loss of finances from Kilifi County. Madam Temporary Speaker, looking at this Report, it was done by very able and distinguished Senators. We now have only one of them ...

19 Sep 2018 in Senate:
Thank you, Madam Temporary Speaker, for giving me an opportunity to second this Motion. From the outset, I am still baffled. I want to be clear that even though I am a Member of the Committee and, by default, I should own this Report, I think some of the audit queries would have been dealt with in a different way. As I said earlier, I have always aspired to be an extremist when it comes to freedom, liberty and fighting for fiduciary responsibility. I have gone through the Report and I hope that this House will adopt recommendation of the ...

19 Sep 2018 in Senate:
Thank you, Madam Temporary Speaker, for the opportunity. to second this Motion. From the outset, one of the things that I would like to note and which I should have noted for the other reports that I have seconded, is that at this particular time, financial responsibility was all under the executive because the county assemblies were not semi-autonomous as they are now. That semi-autonomy was given to them on 1stJuly, 2015. Madam Temporary Speaker, the same issues that we observed on the reports of the other counties – which Senator Amos Wako has said were occasioned by lack of capacity ...

18 Sep 2018 in Senate:
Thank you, Mr. Speaker, Sir. I rise to support the Statement by Sen. Sakaja on the inquiry into what exactly is happening in our hospitals. I would like to invite the Committee on Health to look into this issue of health because it is a devolved function. I know it has been said, and I also read in the newspapers that the Governor paid an impromptu visit. However, the question I wanted to ask – and which is something that this House should be looking into – since this is a devolved function, what is the best way to solve ...

18 Sep 2018 in Senate:
Now that I have been informed that he has no CEC for health, there is no way that one person can handle all tasks. The Governor should immediately appoint a competent person, because he cannot do everything alone; there is no way! One finger cannot kill a lion. We may want to appear as if we can solve all our problems in this country, but we cannot. The reason why a governor has got people like the CEC’s who support him is because certain things cannot work. Therefore, one of the recommendations that the Committee should be making is to ...

13 Sep 2018 in Senate:
Madam Temporary Speaker, killing innocent people is always a wrong thing to do. Yesterday, I came back from burying Mr. Kapolondo Olepere, a young man who was attacked by haters when he was taking care of his cows. Recently, Ms. Sharon was killed, yet there is nothing that we are doing. It is wrong. There is no faith, tradition or religion that condones killing. When we have a government that does not take action, there is no solution that we will get. We are Members who have been entrusted by our society to defend life and protect everyone. It does ...
