From the outset, I wish to say that I know hon. Chepkong’a. I have debated him in other forums and found him to be a man who is highly knowledgeable.   • 11 Sep 2018 in Senate: Thank you, Madam Temporary Speaker, for giving me the one minute to comment on this issue of accountability in regard to this private-public partnerships and even contracts in counties. Isiolo County has a serious problem. I remember when we, in the Committee on County Public Accounts and Investments Committee (CPAIC) were meeting with the Isiolo County Government, we clearly identified where they were going wrong. One, they were faulting the Public Finance Management Act in terms of collecting revenue and deducting interest at source. Now, they are saying that this is a devolved matter. Instead of getting their people on the ground to understand and get full information, when they are questioned they say that we do not have the moral authority to ask that.
