  • 18 Aug 2011 in National Assembly: Mr. Speaker, Sir, ideally as I have said, this particular bridge is on a road that is unclassified. Therefore, it is generally within the D, E and other categories which is normally under the purview of the CRC where we allocate Kshs30 million every year. view
  • 18 Aug 2011 in National Assembly: Mr. Speaker, Sir, as I said, the construction of this bridge started way before we brought in this system of sending money directly. We appreciate that we may not be able to complete the construction of the approaches within the constituency road budgets. Therefore, I hope we will be able to get funds to do this in the near future. I am not able to give an exact date when that money will be availed because it is not in the current financial year. view
  • 18 Aug 2011 in National Assembly: Mr. Speaker, Sir, for the belated point of order, I want to say, just for the record, that this road is under “D”, “E” and “Others” in terms of the category. This House passed amendments to the Roads Act, which, in effect means that the category of roads that fall under D, E and Others will be done by the Constituency Roads Committee. For that reason, we cannot do this road unless on very clear circumstances which I have stated here. As I said, the construction of the bridge in question was started in the 2007/2008 Financial Year. Therefore, we ... view
  • 18 Aug 2011 in National Assembly: Mr. Speaker, Sir, I undertake to look for funding within the Ministry to ensure that we take over this bridge and complete it. view
  • 17 Aug 2011 in National Assembly: Mr. Deputy Speaker, Sir, I beg to reply. (a) I am aware that the widening and improvement of the Kisumu–Maseno Road, between the new Kisumu International Airport and Kisat Bridge will not completely solve the problem of traffic flow unless the Kisat Bridge and the section of the road between KICOMI and the bridge is also widened and improved. (b) My Ministry plans to construct a twin bridge, each approximately 11 meters wide at Kisat as part of the upcoming rehabilitation of Nyamasaria-Kisumu-Kisian Road and the Kisumu Bypass Road. An additional carriageway will be constructed from Obote Road, that is, ... view
  • 17 Aug 2011 in National Assembly: Mr. Deputy Speaker, Sir, the rehabilitation contract was awarded to Sinohydro Corporation on 31st March, 2011 for a contract sum of Kshs5.788 billion. The contract was signed on 3rd August and the contractor is mobilizing to begin the work. We, therefore, expect him to have begun the work by end of September. The contract period is 30 months and is expected to commence later this month. The expected date of completion will be January, 2014. The project will be funded jointly by the Government of Kenya and the World Bank in a 67 to 33 proportion respectively. view
  • 11 Aug 2011 in National Assembly: Mr. Deputy Speaker, Sir, this Question appeared on the Order yesterday morning and the hon. Member requested to be given time to scrutinise the answer I had given. So, if he is not here, I would suggest that you take a very serious action against him, because it is not in the interest of this House that Questions keep on being deferred for no good reason. view
  • 11 Aug 2011 in National Assembly: Mr. Deputy Speaker, Sir, I beg to reply. (a) My Ministry is not able to get information on how the old Nyali Bridge scrap metal was disposed of. This is because the bridge was a concessional private project owned by M/s Nyali Bridge and Development and, therefore, its disposal was not subject to Government sale rules. (b) The Ministry of Roads, through the Kenya Urban Roads Authority, is working on various solutions to address traffic congestion in the City of Mombasa. The site of the old bridge is considered the most appropriate for providing the second crossing. In this connection, ... view
  • 11 Aug 2011 in National Assembly: Mr. Deputy Speaker, Sir, what the hon. Member has said is true. As per Approved Survey Plan FR36/34, which was authenticated on 31st January, 1931, a road corridor on Mombasa Island existed. Since then, it has been hived off to private individuals and structures built thereon as per Approved Survey Plan FR No.271/36 of 30th May, 1997. The parcels within the corridor include Parcel Nos.173, 176, 177, 178 and 181. Through the Ministry of Lands, we are looking for ways in which we can degazette these plots, so that we can use this as the second crossing and reduce congestion ... view
  • 11 Aug 2011 in National Assembly: Bw.
