(Dr.) Khalwale wanted to be given a comparative study on how the combined cost of Kshs44.5 billion was arrived at. My concern here is when we are doing a project, we do not start by answering questions that are anticipated. Any engineer would sign a project depending on the parameters of that particular project and after the design, the project is tendered. Boy Juma Boy was referring to the project of Mwache Dam, which is in his county. Which particular dam does he feel the cost could have gone up?
