  • 19 Aug 2009 in National Assembly: Mr. Deputy Speaker, Sir, I am not misleading this House. Our Ministry gives guidelines, policies, plays the oversight role and trains people on what to do. However, for people to come together to form a cooperative, it is up to the individuals. It is up to the populace of this country to decide that they want to pool resources and do an activity. We then train them on how to do it. view

Another mandate of the Ministry which could be mistaken is that we do an oversight role. Cooperative societies elect their own managers. Indeed, they recruit their own members of staff. That is where mismanagement comes in. when you look at this cooperative society, it went down because they employed incompetent unqualified staff who could not tell them what was happening. That is what is happening in my constituency. When they are found by the Government officers carrying firewood, they are called squatters. Where do those people get those names and yet, the land was theirs? They know that it is their ancestral land and somebody comes up with a verb or a word “squatter”! Who is a squatter?
