Let me just read so that it is understood by honourable Members. “by inserting the following new item immediately after the proposed amendment to section 2— Delete the definition of the term “driving test examiner”. We have just brought in NTSA. When you say examiner without giving a name, it brings confusion in the parent Act. At the moment, practically, it is NTSA that administers examinations to drivers. It is true that if you can only allow the owner of the car to get insurance, it is very tricky in this country. We have to be practical even to ourselves and to Kenyans.
