Mr. Speaker, Sir, the suspension is in keeping with the Economic Crimes Act. As far as I know, the KACC only started their investigations the other day. The audit of two weeks the hon. Member has talked about was internal. However, the audit from the EMU recommended that we send the matter to the KACC. I would like to table the recommendations of the EMU.

I have constantly listened to these allegations in this House from the hon. Member. On 30th October, in a public rally, he promised to come here to teach me a lesson. Earlier on, Dr. Khalwale said in this House that I was denying his company a licence. Let me put it on record for the House that the matter of West Kenya and Butali Sugar companies goes back to 2004. Dr. Khalwale was in this House! When I reported in the Ministry of Agriculture in the later part---

On a point of order, Mr. Deputy Speaker, Sir. The Prime Minister has accepted that some of the money from piracy is finding its way into Kenya. If this is so, then those people who have been doing these criminal activities are also bringing their money into Kenya and they must be residing here. I think our bank systems are able to know how this money is coming in and they can be able to trace those people. So, is it really in order that these people cannot be known where they are staying here in Kenya?

Mr. Speaker, Sir, before I reply, I wish to confirm from the hon. Member that we agreed last week that we were going to deal with the supplementary part that has not been answered adequately in the House. The Question as originally constituted had been responded to. If that is correct, I would like to proceed.

Mr. Speaker, Sir, I said that this Question was responded to last week. The hon. Member asked a supplementary question, and I think, we agreed, the HANSARD bears me out, that what we were to respond to today, is the supplementary part. I am seeking his concurrence so that I can proceed.

Mr. Speaker, Sir, I wish to confirm that the negotiations between Equity Bank and Kenya Sugar Board have been ongoing for a long time. Indeed, the Member was right because according to the records, this is a matter which should have been sorted out as far back as the year 2003. These protracted discussions, I am told, were delayed because there were many issues to be resolved involving other Ministries. I am pleased to inform him that as of 18th November, last week, the matter has been resolved and Equity Bank will now lend directly to farmers on behalf of ...

Thank you, Mr. Speaker, Sir. I am a member for Keiyo North Constituency. If we cannot feel the impact of the funds given, could the Assistant Minister tell us whether there is need to continue having this Poverty Eradication Commission? Is there a need to have a commission which does not fulfil its objectives?
