  • 8 Oct 2008 in National Assembly: asked the Minister for Roads:- (a) whether he is aware that the road from Iten to Chebiemit/Kapsowar (D329) is damaged by heavy traffic and becomes impassable during the rainy season; and, (b) when the Ministry will improve that road to bitumen standards. Mr. Speaker, Sir, I do not have any written answer. view
  • 8 Oct 2008 in National Assembly: Mr. Speaker, Sir, I do not have any written answer to this Question! view
  • 7 Oct 2008 in National Assembly: Thank you very much, Madam Temporary Deputy Speaker, for giving me this opportunity to contribute in support of this Motion. First of all, I would like to commend the Ministry for the efforts it has made in managing the education system, particularly this year after the post-election crisis. It was critical for the Ministry to implement FSEP at the time we had just come from the 2007 General Election crisis, but it managed to implement the policy. The Ministry has taken over the Adult Education Program which for many years has not been effective. I hope that now the Ministry ... view
  • 6 Aug 2008 in National Assembly: Thank you, Madam Temporary Deputy Speaker. I rise to support this Bill. Indeed, as it has been said, the Tenth Parliament has a very good chance to leave a lasting legacy for our country. We must spearhead the new Constitutional dispensation for our country. Forty-Five years after Independence, it is not good enough for us to continue to live by a Constitution which was written in a hurry to simply get us Independence from the colonial masters. Kenya has grown greatly both in population and activities. Definitely, when that Constitution was written, it served the purpose at the time. But ... view
  • 31 Jul 2008 in National Assembly: asked the Minister for Medical Services:- (a) whether he is aware that buildings at Tambach Sub-District Hospital are in deplorable conditions due to old age and require rehabilitation; (b) whether he is further aware that the hospital has neither an x-ray machine nor a functioning operation theatre; and, (c) what plans the Government has to rehabilitate the buildings, provide an x-ray machine, construct an operation theatre and improve the quality of health services offered in this hospital. view
  • 31 Jul 2008 in National Assembly: Mr. Speaker, Sir, this is a very important hospital which serves a big area of Kerio Valley. The hospital has been neglected for a very long time. The Minister has not said 2270 PARLIAMENTARY DEBATES July 31, 2007 anything about an X-Ray machine which is very necessary. When is he going to supply the X-Ray machine to this hospital? view
  • 31 Jul 2008 in National Assembly: Mr. Speaker, Sir, this is an old hospital which was built in the late 1920s. In fact, it used to be the district hospital. The mortuary is also not in use, but the Assistant Minister has not touched on it as one of the important facilities that are missing in the hospital. Could he also consider the mortuary as an urgent project to be undertaken by the Ministry? view
  • 23 Jul 2008 in National Assembly: Thank you, Mr. Deputy Speaker, Sir, for allowing me to contribute in support of this Motion. This Motion is very important. It is touching on the environment and our forest. The problem we have is not the communities. The problem we have is with the authorities who control the forests. They left communities to stay in forests. Our population is increasing but the land available is diminishing. As a result, the people do not have land to survive and they are left to intrude into Government and trust forests. When it reaches a crisis level, the Government then says they ... view
  • 16 Jul 2008 in National Assembly: Mr. Deputy Speaker, Sir, I beg to reply. (a) Yes, I am, indeed, aware that a foundation stone was laid on 9th March, 2007 by the former Minister for Science and Technology to establish the Bureti Technical Training Institute. However, the understanding was that the community was to construct the facilities, including the infrastructure. Then, the Ministry would do what it usually does, that is, provide teachers, technical advice and also assist in the registration of the school. (b) The Ministry, therefore, regrets that it has no immediate plans to commence the construction of Bureti Technical Institute because it was ... view
  • 16 Jul 2008 in National Assembly: Mr. Deputy Speaker, Sir, my sympathies are with the community that was promised that there would be a technical institute built. However, as I have tried to explain, there is absolutely no money allocated in the Ministry for the construction of any technical institute. As a policy, our business is to manage the technical institutions that have been provided. I can only promise the Member of Parliament that we will try, once more, to seek support from anywhere or Treasury to try and fulfil the promises of my predecessor and also the Head of State. But, as of now, there ... view
