Indeed, the policy that was taking sometime back indicates that the Ministry of Science and Technology provides the support, advice and teachers. Member send me a photograph which looks like the classic white elephant. So, I would like to go and see the white elephant initiated by my Ministry. • 2 Jul 2008 in National Assembly: Madam Temporary Deputy Speaker, I do not think that is entirely the practice because I have had a Question on the Order Paper on and off for several weeks. Whenever it comes, I come here prepared with the answer but the Member who asked the Question absents himself and it comes back. So, they are playing ping-pong with me. If you are now ruling on that, then, it should get dropped. I take it that Question No.043 is dropped and I will not come here with an answer! view

This Bill, which seeks to create the office of Commissioner for National Ethnic and Race Relations, is going to create a new office. There is no need to create a new commission. Already, we have the Kenya National Human Rights Commission (KNHCR). I want to ask the Assistant Minister to confirm whether there is a category of adult education teachers called "part-time teachers", who have also been teaching for the last 20 years. There has been no improvement on their payments. What are you going to do about that? That is because it looks as if they are not covered under your scheme of service which you are revising. view

The Bill has arisen out of what happened in this country. What happened was unfortunate. It is common sense that ethnicity in this country has played both negative and positive roles. We have constituencies which are delineated in terms of ethnicity. People of different ethnic groups live in certain areas and they are given constituencies.
