  • 18 Jun 2008 in National Assembly: asked the Minister of State for Provincial Administration and Internal Security:- 1248 PARLIAMENTARY DEBATES June 18, 2008 (a) whether he is aware that many vacant positions of location chiefs and assistant chiefs have not been filled in several parts of the country, particularly in arid and semi-arid areas because the minimum educational standards required have been raised; and, (b) what steps he is taking to fill the vacant positions of chiefs and assistant chiefs in those areas where persons with the relevant qualifications cannot be found. view
  • 18 Jun 2008 in National Assembly: Mr. Speaker, Sir, in fact, I do not have a copy of the written answer. I do not mind waiting until Tuesday. view
  • 11 Jun 2008 in National Assembly: Thank you, Mr. Speaker, Sir. I stand to support the Motion. Both Ms. Laboso and Mr. Kones were my personal friends. It is very difficult to talk about them now as departed people; people who were very vibrant. Mr. Kones was a Minister in a Government that I served and he was the protector of public servants. We knew, as civil servants that if we had a problem and could not communicate well or someone was, indeed, in trouble and we thought that person could not defend himself, then we approached Mr. Kones to communicate with the former boss to ... view
  • 14 May 2008 in National Assembly: Mr. Speaker, Sir, it is known and it is a fact that the appointment of BOGs takes time. It takes a long time for the members of the BOGs to get letters. Many Boards elapse because of bureaucracy, and normally there is no action from the Ministry. This makes principals and some members of the Board go to the Ministry thereby wasting public money which could be used by the schools for other purposes. They travel all the way to Nairobi to pursue the release of the appointment letters. Could the Ministry act immediately the moment they get proposals from ... view
  • 14 May 2008 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. view
  • 14 May 2008 in National Assembly: Mr. Deputy Speaker, Sir, we are all in support of this Motion. Would I be in order to request that the Mover of this Motion be now called upon to reply? view
  • 13 May 2008 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. It is alleged that the two people who were killed were moving from Naivasha to Nairobi. It is said that they were from a meeting. I would like the Minister to shed more light on this and confirm if it is true that they were really having a meeting to discuss issues concerning the Mungiki. He should also tell us if there were some Government officials who had been sent there to negotiate. view
  • 6 May 2008 in National Assembly: asked the Minister for Education:- (a) whether he could confirm that there was massive countrywide leakage of 2007 KCSE Examinations; and, (b) what action he is taking against the Kenya National Examinations Council to stop these frequent leakages of national examinations. view
  • 6 May 2008 in National Assembly: Mr. Speaker, Sir, the Assistant Minister is confusing us with terminologies of "leakage" and "irregularities." Both terminologies amount to questions reaching the candidates before hand. He is admitting that incidents of irregularities have increased. What is he doing to address these examination leakages or irregularities he is talking about? Does it mean that he does not have honest and trustworthy members of staff? These cases of irregularities arise out of dishonest and irresponsible people at the KNEC. It is absurd that examinations leak, but the Ministry does not take any action against the responsible staff. view
  • 6 May 2008 in National Assembly: Thank you very much, Mr. Speaker, Sir. The Assistant Minister keeps on referring to the committee. Could he tell this House when the committee is going to conclude its work so that we can be assured of a better examination process this year? view
