  • 8 Aug 2007 in National Assembly: Thank you very much, Mr. Deputy Speaker, Sir, for giving me this opportunity to support this very important Vote of the Ministry of Energy. Energy is a very important component of development in any country. Without energy, modern economy is not sustainable. So, it is very important that Kenya puts a lot of emphasis on the development of energy, which is cheap, affordable and can sustain the economy and the competitiveness of Kenya. In this regard, I would like to say that our country is still producing expensive energy compared to other countries such as South Africa, Egypt and India. ... view

  • 18 Jul 2007 in National Assembly: asked the Minister for Agriculture:- (a) whether he is aware the seasonal crops loans advanced to farmers by AFC for maize and wheat farming this season were inadequate; (b) whether he could mention the number of farmers whose applications were received and approved by AFC Eldoret Branch but could not be advanced the loans due to shortage of funds; and, (c) when the AFC will re-open the Iten Branch to bring services closer to Keiyo farmers. view
  • 18 Jul 2007 in National Assembly: Mr. Deputy Speaker, Sir, I thank the Assistant Minister for the answer and I would like to let him know that farmers are suffering, having submitted their applications for the loans. They were told that the money was coming but eventually, it did not come. How much money is involved to cover all the 123 farmers who were left out? How much money was needed to give loans to the 123 farmers? view
  • 18 Jul 2007 in National Assembly: Mr. Deputy Speaker, Sir, I would like to know from the Assistant Minister whether the Government is making arrangements to increase the amount of money given to the AFC in order to give loans to all the farmers who applied for such loans? view
  • 27 Jun 2007 in National Assembly: Thank you very much, Mr. Temporary Deputy Speaker, Sir, for allowing me to contribute to this debate in support of the Budget Speech. First of all, I would like to commend the Minister for presenting a Budget which aims at achieving what we desire in this country. The biggest achievement of this Government is sustenance of the Free Primary Education Programme, which was introduced immediately NARC took power. However, the employment of 11,000 teachers, mentioned by the Minister, is not enough. We would like the Minister to employ double or triple this number. Currently, the shortfall of teachers in both ... view
  • 27 Jun 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, infrastructure is a very important item. A good June 27, 2007 PARLIAMENTARY DEBATES 2069 amount of money was provided for roads, but they are still in a very bad state all over the country. One wonders when all these roads are going to be repaired. Work is being done on other roads while others are getting worse. The roads which used to be good two years ago are now bad. Since the amount provided for in the Budget is high, the repair and rebuilding of roads should be speeded up so that we are able ... view
  • 27 Jun 2007 in National Assembly: menace is very worrying. It is a reflection of a revolt against the Government. It is a reflection of insecurity and instability. If it is not contained, the country is going to be unstable. So, the Government must use all the resources allocated to it in the Budget, to see to it that this issue is addressed and controlled. With those few remarks, I beg to support. view
  • 27 Jun 2007 in National Assembly: asked the Minister for Lands:- (a) whether the Minister is aware that land adjudication work in Kerio Valley, Tambach Division in Keiyo District stopped some four years ago; and, (b) what urgent plans he has to re-start the exercise. view
  • 27 Jun 2007 in National Assembly: Mr. Speaker, Sir, I am not satisfied with that answer. That is because the Assistant Minister is only referring to one adjudication section. There are other sections called Kaptum and Kapchelal, where there is nothing going on. Could the Assistant Minister tell this House about these other sections? view
