I support this Bill fully because it is long overdue. It ought to have been brought before this House a long time ago. I have gone through the objects and purposes of this Bill and I am convinced that they adequately address issues to do with regulation of smoking, manufacturing and promotion of tobacco products. • 9 Nov 2006 in National Assembly: Mr. Temporary Deputy Chairman, Sir, if you look at Tariff No.2204.21.00, the new rate of Excise Duty is Kshs54 per litre or 65 per cent. The amendment by Dr. Oburu has moved the tax rate from 65 per cent to 45 per cent. He has left Kshs54 to the same. So, in order for this amendment to have an effect, I am further proposing that the Kshs54 be deleted, so that we are left with only 45 per cent. view

• 8 Nov 2006 in National Assembly: Mr. Deputy Speaker, Sir, it is not only universities which are mushrooming and offering degree courses which are not genuine. We have so many other institutions and colleges offering certificate and diploma courses that are not recognised. Why should the Ministry not have a system of accrediting these institutions before they open? The Ministry should also publish names of such institutions in newspapers and on the website, so that students can find out whether these institutions are recognised by the Government or not. view

• 1 Nov 2006 in National Assembly: Thank you very much for that answer. I am surprised that the Assistant Minister has stated that there is no insecurity in Kapsowar and yet it is there. Kapsowar is the district headquarters, yet the police are stationed about 20 kilometres away in Chepyemet because there are no adequate houses. The police post in Kapsowar has not been set up since it was made a district headquarters and the Provincial Administration is not doing much. So, when is he going to construct a proper divisional police headquarters and police post in Kapsowar? view
