One time, there was a river which flooded in Nairobi because a building had been built along Mbagathi Way and had blocked the Nairobi River. If you look at the other thresholds in all the other laws affecting any other member, it is two-thirds. I remember in the history of legislation in this country, there have been so many gambling laws and all manner of proposals. It has made many young people think that you can easily make money through gambling. People who set up gambling equipment are so keen to make a profit. They are not setting them up to make anyone rich.
