It is a serious matter in the county governments. As you have seen from the Motion, Nairobi City County has accumulated the largest share of Kshs107,037,053,000, followed by Kiambu at almost Kshs6 billion and Mombasa at almost Kshs4 billion.When you have so many pending bills in the nation, especially in the counties, it means you are holding business people at ransom. I am aware that the current governor of Makueni has made an attempt to pay quite a number of pending bills. However, we still have a lot of money owed to contractors in Makueni. The Division of Revenue Bill divides the monies to be budgeted and used for the national Government functions and also for devolved functions. The Senate is there to protect devolution and to make sure it works. There have been challenges. The Constitution devolves certain functions, such as agriculture and health.   • 30 Apr 2024 in Senate: the Cabinet Secretary in charge of agriculture. If Agriculture was devolved, then the farmers would be questioning their governor as to what has happened. Therefore, while this Division of Revenue Bill is already set and has already been passed by the National Assembly, as we look forward, we need to see units that have been devolved in the Constitution, devolved to the counties. Mr. Speaker, Sir, a similar problem happens with disaster management. There is the National Disaster Management Unit (NDMU) in the Ministry of Interior and Coordination of National Government. Pathfinders are usually young children who are trained from an early age on virtues of life, skills on first aid, among other life skills. I welcome and ask them to learn and get to know because as school-going children and in the examinations of primary and secondary schools, there will be questions to do with Parliament.
