In his Statement, he sought the following question:- (a) Reason for the delay in the construction of the road. view
  • 2 Jul 2014 in National Assembly: (b) When the reconstruction works are expected to commence I want to answer as follows:- The delay in the construction of the road has been caused by lack of budgetary allocations. Secondly, the road has been placed on the priority list of the project to be undertaken through annuity program in the next Financial Year 2014/2015. However, the Ministry, through Kenya National Highways Authority, awarded a contract on March 2014 for Kshs5.5 million to make the road motorable. At the moment, the work is going on. view

I want to assure the Member that the design of this road has already been undertaken and Kshs16 million has been paid for this purpose. They are not giving a lot of money for maintenance because they are going to award tender. The annuity money is being negotiated by the Treasury. As we speak, they have received about Kshs3 billion.   • 2 Jul 2014 in National Assembly: On hon. Kombe’s question, the matter of the 20 kilometre per constituency is not easy. As a Committee, we met with the Cabinet Secretary, National Treasury on this matter. They are looking at the matter with a view to increase budgetary allocation for the Ministry. Maybe we can start with the constituencies which have no tarmac next year. That is when it comes to the 20-kilometre tarmac programme. Deputy Speaker, the other one is:- (b) What emergency measures have been put in place by the Ministry to repair and improve the roads to motorable conditions, especially during the rainy season, since some part of the road is cut off at Kiambuya and Magunga and between Magunga and Kigwa Market? I beg to answer as follows:- (a) The Minister has programmed to upgrade the Mbita-Sindo-Magunga Road, D210 to bitumen standards. Towards this end, feasibility studies and a detailed engineer design has been carried out on that road in readiness for upgrading to bitumen standards. The Kaguta-Nyambira Road which ... view

The entire length of that road initially was not tendered because the money required at that time was Kshs10 billion, which the Government was not able to fund. With negotiations that are going on, it will all be put together with what hon. Millie Odhiambo has said. On hon. Limo’s issue, I want to say that some designs are being changed. They have, in fact, taken long to be implemented. The Ministry normally changes the design to the ... view
