Mr. Deputy Speaker, Sir, I would like the Minister to give an undertaking to go to Diamond Plaza in Westlands where he will find very many shops that are run by Indians and there is not even a single African running those businesses. Why can he not do that?

Mr. Deputy Speaker, Sir, I withdraw but I know what goes on in the Ministry. I would also like the Assistant Minister to give an undertaking on this. That is because he knows what I am talking about. He should go to Diamond Plaza in Westlands. He will find that there are over 26,000 shops that are being run by Indians. How do you bring Indians here when we have local people; even your own brothers and sisters have no jobs?

Mr. Speaker, Sir, I would like to appreciate the answer given by our good Assistant Minister for Lands. In some areas, these boards are not operational. As you know, most of the members of those boards are volunteers. They are not paid their allowances. What is the Ministry doing to make sure that their allowances are paid in good time?

Mr. Temporary Deputy Speaker, Sir, I would like the Assistant Minister to tell this House what he will do with those markets that have been started using ESP, but have not been completed. We do not want them to end up being white elephant projects. What is the Ministry planning to do? He has already admitted that he is experiencing problems with the Treasury.

On a point of order, Mr. Temporary Deputy Speaker, Sir. When the Assistant Minister gives such a leeway, that they can pick somebody with a C- (Minus) in one place and another one with a D (Plain) or D+ (Plus), it will lead to corruption. Why can he not come up with a mean grade that will be acceptable across the board?

On a point of order, Mr. Temporary Deputy Speaker, Sir. Hon. Mbadiâs question has not been answered properly. The advertisement says that those who are required must have attained Grade C and above. How are they going to know? Those who do not have Grade C will still go to recruitment centers?

Mr. Speaker, Sir, first, I would like to apologize for what happened that day. I was driving on Thika Road and all of a sudden, two trucks had an accident. There is nothing I would have done. It was early and I would have made it by 8.00 a.m. However, we were forced to stay there for about two hours. When I arrived here, I talked to the Chair and apologized and he agreed that the Question should appear on the Order Paper today. That is why I am here and I am not late. I understand what went wrong ...
