Education is a constitutional right for every person who is born, has passed examinations and has been admitted to school. I urge the Members that we pass this list. The issues that we have should not be addressed in this forum. Let us pass the names and any person who has an issue, they are free to raise the issue elsewhere. With those few remarks, I support the Motion.

Company, you will get the same story. Equipment which was bought by the officers who were at Chemelil Sugar Company--- It is good that I have referred to one section here. The problem that we are having here is that they got loans from Kenya Sugar Board (KSB). KSB gives loans to factories, and it is the same organisation which is used to authorize sugar to come into the country illegally. Thank you, Temporary Deputy Speaker, for giving me a chance to contribute to this Bill. From the outset, I will say I am supporting this Bill, but it has major weaknesses. The first one which I want to point out is the appointment of board members. It clearly states here that the Cabinet Secretary concerned will appoint six people who are not public officers. You know the Cabinet Secretary in Mining and the Cabinet Secretary in Agriculture will be fighting when we pass this Bill, because one will make a decision that will pollute the environment and the other one will make a decision that they would do mining. people, who are not qualified, to sit there, so that they can give you certificates. That is what they do. They do nothing else. They come, look at your place and then give you a certificate to say that you can construct your building. They have no manpower and knowledge to do this job. I support this, but I am happy it is going to the Senate. It will come back here and we shall have a lot of amendments to this Bill before it can serve this country.
