Mr. Deputy Speaker, Sir, the Minister himself is an Adventist. He has gone through Adventist schools. I am also an Adventist. We worship with him in the same church. My daughter is in Precious Blood School, a Catholic School. They are allowed to worship on Saturdays. They have their Sabbath on Saturday. However, some national schools do not allow students to worship on Saturdays. For example, Maseno High School administration does not allow students to worship on Saturdays. Mr. Deputy Speaker, Sir, the Minister referred to Education Act, 1968. Does he want me to tell him the names of principals and schools which are prohibiting SDA adherents from worshipping on Saturday? Will he send a reminder to the principals of these schools reminding them of the provisions of the new Constitution, so that they can allow the students to worship in accordance with their faith?

Mr. Speaker, Sir, the Minister has explained that there is voter register as it stands today. He has also said that he does not know the number of candidates who are going to be put on the ballot paper. Obviously, given the time left, it is not possible for the federation to have free and fair elections. It is for the Minister to decide. He cannot say that he is leaving it to them. What is he leaving to them to do? He has all the details that he needs to have. What action is he taking?

Secondly, I am not talking because of myself. I represent the people of South Mugirango who elected me. I am a Member of Parliament. I have been given this chance to serve this Committee. I want your guidance, why my name was removed and for what reason and by who. I am not asking for any favour from any person. As I said, I am a Member of this august House, could the Minister who has moved this Motion explain why my name has being replaced and whether it is according to the Standing Orders of this National Assembly?

On a point of order, Mr. Deputy Speaker, Sir. Probably you have lost this because you are concentrating on the issue of the CDF. However, I want you to look at the Local Authority and Funds Accounts Committee (LAFAC). The debate is not proper in the House. That is the point I am raising and I ask the Chair to give guidance. According to Standing Order No.159, is the replacement of names appearing under the LAFAC in order?

Mr. Deputy Speaker, Sir, I have been a Member of this Committee, but I have now been removed. That is the position. This Standing Order does not talk about removal of Members of Parliament, but it talks about nominating hon. Members for approval to be Members of select committees. However, it does not talk about removing Members from those committees. My term has not expired.
