There is no money which has been allocated to buy equipment and vehicles. There is also no money which has been allocated for construction. How do you allocate 30 per cent increment from the previous budget? The initial budget was Kshs10 billion and they have increased the amount to Kshs13 billion in spite of them doing the same job and having the same manpower for the same period. That is why we support the amendment. view

• 16 Jun 2011 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. I really do not want to interrupt the Minister for Finance, but there is an Act which he is quoting. That is Guarantee (Loans) Act, Chapter 461, which clearly states the manner in which the Minister for Finance is supposed to bring the Motion to ask the House to increase the national debt. I want to read Section 3 of the Act. It says:- view
