  • 16 Jun 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, this Motion is not properly before the House. view
  • 16 Jun 2011 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. The Motion should not be debated because--- I am looking at the Act; let us be guided on this. The Act is very clear on how this should be read in the House. It does not matter. The House Business Committee (HBC) can make a mistake and we should not go by it. I am asking for your guidance. view
  • 16 Jun 2011 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me a chance to contribute to this Motion. I am not against increasing the Government’s ceiling. However, I would like to know whether this Government borrows money without seeking the approval of this House. If they have done so, how can we give them a credit limit to go and borrow? How can Parliament guarantee such money? In the past, this has happened. That is why we have had so many scandals. That is why there was a scandal in the energy sector. That is why we have had scandals because ... view
  • 16 Jun 2011 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me a chance to support this Motion of Adjournment. This is the first time I am participating in this Motion of Adjournment, this being my first year in this Parliament. But I feel very happy to associate myself with this Parliament, especially on what they have done for this nation. They have brought a new dawn in the Judiciary. This country is not going to be the same again. There was a surgery which was done in 2003. This is a true surgery that has taken place in the Judiciary. We ... view
  • 9 Jun 2011 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. If you look at this Motion which is coming up and if I look at Motion No.10, which talks about the Independent Offices (Appointment) Bill (Bill no. 11 of 2011), we have only noted it and referred it to the Committee. The same should apply to the Motion that the Deputy Prime Minister and Minister for Finance wants to bring. It is not for discussion. It should be referred to the Committee which will come with its findings and we shall debate it. It is not something for us to debate. view
  • 9 Jun 2011 in National Assembly: Mr. Deputy Speaker, Sir, if the House Business Committee has made a mistake by putting this Motion on the Order Paper, should we go by it? It is the House Business Committee which has erred, because as far as I am concerned, it should not have allowed this Motion to be brought to this House today. So, let us follow the Constitution, which we all swore to protect. So, as things stand now, this should not be debated and it is not for us to vote on it because it is not an issue of voting. It is for the ... view
  • 8 Jun 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I sought a Ministerial Statement from the Ministry of Agriculture on what is happening with regard to maize seeds in the country. view
  • 8 Jun 2011 in National Assembly: Yes! view
  • 8 Jun 2011 in National Assembly: Mr. Deputy Speaker, Sir, I had seen the Assistant Minister for Agriculture here a few minutes ago. I thought he could give the Statement but it seems he has gone away. I am not seeing him here. view
