On a point of order, Mr. Speaker, Sir. The contents of this Question are that in the stand-off that happened at the DEB, I was on one side with hon. Muriungi, for Igembe District, and Dr. Mwiria and Mr. Munya were on the other side. We successfully ensured that there was a stand-off due to the demand that we share out the slots unfairly and in favour of the other side. Mr. Speaker, Sir, the Assistant Minister says that, in future, new districts will be allowed to carry out their own recruitment exercises. Why not start now, since the district was carved out or divided in 2005; it is not last week? They have their own DOs, DCs and DEBs. Why does Kianjai zone have a shortfall of 22 teachers, while Lare Division has a shortfall of 184 teachers if there has been fairness and magnanimity in the Ministry as he is purporting?

Mr. Speaker, Sir, the question before us is what the TSC has done in every district in this country. Why is the Assistant Minister so desperate to give Tigania more advantage in this recruitment where they will take 90 per cent of the recruits? There are places where they cannot go in my constituency where I have a 100 kilometre border with Isiolo which is very hostile and arid. They do not want to go there. Why can he not do what they are doing in other districts and stop this exploitation and order a separate pro-rata requirement of Tigania ...

Mr. Deputy Speaker, Sir, what is the Ministry's policy regarding the historical values of nurturing tertiary institutions to last longer before they start upgrading them to universities, which are mushrooming in almost every village or wherever the President visits? This is destroying the communities which would benefit from those tertiary institutions if they are not elevated to universities. The Government should build new universities and retain tertiary institutions for, at least, 100 years?

On a point of order, Mr. Deputy Speaker, Sir. I would like to raise an issue that transpired yesterday during debate on the Motion moved by Mr. Ojode. There was an exchange between the hon. Member and hon. Members across the Floor, and he uttered words that were not appropriate to matters of decorum and the dignity of the House. On a point of order, Mr. Temporary Deputy Speaker, Sir. I think it is only fair when the Mover is citing his examples, to be balanced. He should cite the examples of Kenya Commercial Bank (KCB), the Managing Director and the Chairman. He should also cite the Ministry of Planning and National Development when Prof. Anyang'-Nyong'o was the Minister. He can give us the list.

Mr. Temporary Deputy Chairman, Sir, I think there is a misunderstanding over the word "Minister". With regard to issues that arise from the violations by the police and other Government officers, they are usually defended by the Attorney-General. With regard to issues that come out of the excesses, say, apart from the prosecution, the judges and the others, they are actually under the Attorney-General. On a point of order, Mr. Temporary Deputy Speaker, Sir. I think the honourable Mover of the Motion should borrow a leaf from the Minister's decorum and dignity in his language. When Mr. Muchiri stood on a point of order, did you hear what Mr. Ojode said? He said, "What is this Kikuyu up to?". It was on the microphone and is in the HANSARD. Is this something that should be said on the Floor of the House?
