  • 24 Apr 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to give the Official Opposition response to this Motion. If you remember, we were here in June, when we passed the main Budget. We would have expected the Minister to obey the Government policy of not making road-side declarations and executing them, but financing those well thought-out and planned projects. I have an example of the Minister's story about the hawkers market at Muthurwa. If you remember very well, it was not a hurricane, flooding or the bursting of a river. But it was an issue where His ... view
  • 24 Apr 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I will use less time. I had not prepared myself to use the 30 minutes. I will be magnanimous to other hon. Members. Mr. Temporary Deputy Speaker, Sir, if you follow what has been happening with the issue of inflation--- The Minister and the Government have been telling us that the economy is growing. Yes, we can see that the economy is growing. But it is growing on the left hand while the right hand is misbehaving. Look at the price of fuel from the date we passed the Budget. It was Kshs74 per litre. ... view
  • 19 Apr 2007 in National Assembly: asked the Minister for Transport:- (a) what the position of the Government is on the draft Integrated National Transport Policy which was concluded in February, 2004; and, (b) when the Sessional Paper will be presented to the House for debate. Mr. Deputy Speaker, Sir, I note that the Minister has not provided a written answer. view
  • 19 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, if you listened properly, you heard the Minister mentioning other Ministries. I am sure he has in mind Ministries such as Roads and Public Works, Local Government and the Office of the President. Now, since he is the Minister tasked to bring forward that policy to the House, when does he estimate to be the likely time frame to bring it to this House? This year or next year! view
  • 19 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, in the absence of that policy, how does the Minister enforce public transport laws and rules that are there? view
  • 18 Apr 2007 in National Assembly: I have no objection. view
  • 18 Apr 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I think that kind of answer is not fair to this House! view
  • 18 Apr 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, there were 25 districts that were created in one rungu drop. Just by a drop of a rungu, you create 25 districts without caring whether you will need a minimum of--- view
  • 18 Apr 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I mean by political expedience and he is running away from it! There were no Kenyans who were yearning or were desperate for the creation of new districts. Kenyans want schools, hospitals and other important facilities. Now that the Government wants to create new districts, what is the total sum of money that the Government has set aside for the 37 new districts that it has created? view
  • 17 Apr 2007 in National Assembly: On a point of order, Mr. Speaker, Sir. I do agree that, that was the contentious issue. But the issue raised by hon. Cheboi is very pertinent because the Assistant Minister stood before this House and persistently insisted that hon. Kimunya was never a director of this company. Hon. Kimunya himself was seated there, very dignified and never uttered a word. He has never been involved in this type of debate in the House. Would I be in order to seek your indulgence for this Assistant Minister to apologize to the House and to the nation for this misconduct? view
