  • 8 Nov 2006 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I rise to second this Motion and ask hon. Members of this House to allow the introduction of a Bill that the Government has been reluctant to introduce for quite some time. This Bill would allow an opportunity for Parliament to intervene, on behalf of Kenyans, and rescue them from economic sabotage by profiteering cartels of the oil industry. These cartels do not care about what happens. They only care about their bank accounts! Mr. Temporary Deputy Speaker, Sir, there are those of us who believe in a liberal economy. It is possible ... view
  • 27 Jul 2006 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. I believe that after the Mover comprehensively moved the Motion, and the Minister was listening, and the Seconder has already put up his case, there are many other Members who would want to contribute to this Motion from an informed position. Now that we have heard the Mover, it would be wise to hear the Minister and then we can contribute later without having to be bothered. view
  • 27 Jul 2006 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Could the Mover be now called upon to reply to the "skeleton"? view
  • 26 Jul 2006 in National Assembly: Mr. Speaker, Sir, the Minister wants to be believed but let him convince the House. The argument is that those posts were advertised in 2005 and people were interviewed. Could the Minister explain why he imagined of another pool that did not exist or make reference to the advertisement? view
  • 26 Jul 2006 in National Assembly: On a point of order, Mr. Speaker, Sir. Just for the record, it is the Minister who read out the criteria that was followed. The local language is among the other criteria that was used. That was not mentioned by the hon. Member. view
  • 25 Jul 2006 in National Assembly: Mr. Speaker, Sir, if you listened to the answer given by the Assistant Minister, you will realise that the Government is the problem with this contract. It is the Government that varied the designs from seven years to 15 years hence doubling the amount. Has the Minister signed the new contract? When will it commence? view
  • 20 Jul 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the Assistant Minister knows that they need to decentralise and also move the weighbridges from where they are. If you are familiar with places where they are located; whether in Athi River, Mariakani or Naivasha, they actually cause a traffic problem. That being the situation, he also knows that almost 70 per cent of the vehicles that pass through there, do not go through the actual inspection, but they pay bribes to those officers. That is why one of the officers were found with Kshs200,000 on one evening. What measures is he taking to improve ... view
  • 20 Jul 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to thank the Minister for the effort he has put in the Bill and for its passage. I would like to ask him to go and use the Statistics Office very well since it has become the centre of development. He should make sure that national data is accurate at all times. view
  • 19 Jul 2006 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. view
  • 19 Jul 2006 in National Assembly: Mr. Deputy Speaker, Sir, we wanted to plead for your indulgence so that we defer this Question until next time because Mr. Ndambuki is out of town. He actually left for July 19, 2006 PARLIAMENTARY DEBATES 2167 Moyale yesterday. view
