Hon. Deputy Speaker, I am waiting to hear from the Leader of Majority Party on a request I had made in this House. When I made the request, the Chairperson of the Departmental Committee on Administration and National Security was not in. So, the Leader of Majority Party had promised to respond to the request today. Please, I am waiting.

This is a person I knew very well as a young refugee in Dar-es-Salaam from 1981 to 1983. I went to Dar-es-Salam as a student leader three months before the late Chelagat came. I am also aware that the Government has a small department called the Disaster Management Centre under the Office of the President, which has no capacity to manage disasters. As I support this Motion, that Authority will not only address the issue of floods, but it will also address earthquakes, fires and bomb blasts, among other disasters. All of us are aware that in the early 1960s and 1970s if a child from a poor family was admitted to a national school people would rally around to support the child. However, this social fabric has since died out. More often than not students from poor families upon admission to national schools usually are forced to go to day schools.
