The CRA was able to rationalize the duties and functions of county governments in relation to the national Government. In most of their recommendations, they were able to take us through the process. It looks like that we did not go through that process this year. Nonetheless, they were able to take us through the functions especially the agricultural functions. It is devolved to the counties, but we still see a huge budget that is in the Ministry of Health Headquarters. Why should we not facilitate our counties? Our doctors are suffering, they are now up in arms and they have threatened to go on strike in a few days. You ask yourself, why should that be? Mungatana, MGH, for spearheading the development and enactment of this Bill. I participated in the Bomas of Kenya process for development of the Constitution. What appeared at that time to be bedevilling the development of this country was the lack of focus on the economic and social development of individual Kenyans. In the Constitution, we are talking of the highest attainable standards of health that we can give our people. We should concentrate and focus on what this Bill is saying. I come from a region which is the grain basket of this country, that is, Uasin Gishu and Trans Nzoia. However, sometimes when we have a bumper harvest and start fighting over the prices, the people in Turkana and northern Kenya region are suffering, yet it is their right to get food. I am happy with this Bill because with the coming in of the Oversight Fund for Senators, we should have our committees going to the ground to question why some things are not happening.
