  • 5 Mar 2019 in National Assembly: From the outset, if there is any Fund in this country that has been praised by the people of Kenya for the good work that it has done, it is the NG-CDF. If there are any funds that have been felt across the country for the good work that they have done, it is the NG-CDF. • 5 Mar 2019 in National Assembly: funds in this country that have empowered communities across the country, it is none other than the NG-CDF. Therefore, it is very unfortunate that the funds, which have increasingly been meeting the objectives of the people have not been disbursed to the respective constituencies on timely basis. It is very unfortunate that the National Treasury is doing very little. Actually, they are disbursing the funds piecemeal to the respective constituencies making the lives of innocent Kenyans at the ward level very difficult. I want to emphasise on the drought that is being felt in the arid areas today. There is ... view
  • 5 Mar 2019 in National Assembly: We also have unfinished projects that require the NG-CDF. Because of the delay of the money, the projects will not continue. People have been contracted to build structures and wait for their money to be paid. It is very important that we facilitate this payment. The National Treasury should be compelled to ensure that the money is channelled to the constituencies as quickly as possible. view
  • 5 Mar 2019 in National Assembly: I want to put much emphasis on increasing the amount of money which is being disbursed to constituencies from 2.5 per cent of the GDP. It will be prudent if this amount is improved to, at least, 5 per cent. Although devolution came with a lot of goodies, the chunk of the money that counties are given goes to recurrent budgets. What goes to development is minimal. That is why the NG-CDF is very handy. It is instrumental to the people at the ward level. We need to increase the Fund from the current 2.5 per cent to 5 per ... view
  • 6 Dec 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity to contribute to the Motion on the vetting of the nominees as Vice Chairperson and members of the PSC. I have personally gone through the list of the nominees and checked their curriculum vitae. Actually, I have found out that the nominees’ curriculum vitae are very excellent. Their academic performance is beyond expectation. As a Committee, we actually approved that they are up to the task. I believe that the nominees will take up the task The electronic version of the Official Hansard Report is for information purposes only. ... view
  • 6 Dec 2018 in National Assembly: and transform the public service so that it becomes an institution where integrity is upheld and they will be able to do away with the corruption which has become a menace in this country. Equally, it is only unfortunate that as a Committee we noted that the list of the nominees did not meet the threshold of regional balance and ethnic diversity. We actually recommended them just because the names were presented to us by the President of the Republic of Kenya and we said that, at least, for today, we approve this list but next time, we have to ... view
  • 5 Dec 2018 in National Assembly: Thank you, Hon. Deputy Speaker for giving me this opportunity to contribute to the ratification of the EAC Protocol on Information and Communication Technologies Network. The EAC has come together to build businesses between Kenya, Uganda, Tanzania, Burundi and South Sudan. We have a lot of Kenyans who are trying to venture into the EAC and they would like technologies such as M-Pesa services to continue in other countries where they can access it. Therefore, these networks are very important. We also have a lot of our goods from Mombasa to EAC countries and at the border it may be ... view
  • 29 Nov 2018 in National Assembly: Hon. Temporary Deputy Speaker, I rise to ask the following Question to the Cabinet Secretary for Interior and Coordination of National Government: a) Is the Cabinet Secretary aware that there is increased insecurity in Laisamis Constituency allegedly posed by people living at Serima Village, a new satellite settlement site for the Lake Turkana Wind Power Project? b) Who are in possession of illegal firearms? c) Could the Ministry outline measures taken to ensure that the area is secure and further consider putting up a police post or station to monitor and manage security in that area? view
  • 29 Nov 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity to contribute to the Sacco Societies (Amendment) Bill (National Assembly Bill No.18 of 2018). view
  • 29 Nov 2018 in National Assembly: Sacco Societies contribute to the economy of this country. This is due to the fact that they play an integral role in promoting Kenyans who earn meager salaries and who come together in order to put their savings in one basket. In our country, during the olden days, only big banks had the monopoly in the banking industry and quite a number of Kenyans were locked out. This is because when one wanted to open a bank account there were many requirements and the process was very cumbersome. view
