  • 28 Nov 2018 in National Assembly: Assuming a contract has been advertised, if it falls under marginalised areas, as much as we are all Kenyans, in order for us to promote and economically empower people in the marginalised areas, we ought to award such contracts to people from those marginalised areas. As it is, a contractor from Mombasa would go to my constituency simply because he has been awarded a contract, yet this person does not understand the local language, culture and geographical area.   • 28 Nov 2018 in National Assembly: There is corruption everywhere and as you will realise there are maize scandals. In today’s newspaper, I read that the NHIF lost money due to corruption. Yet, those genuine contractors awarded contracts do not receive payment in due time. It is very essential that Government agencies who issue these contracts to be undertaken by Kenyans put measures in place so that payments are made on time. Since its inception, devolution has brought a lot of good to this country. It is very important that we devolve the county pension scheme. As you are aware, the defunct county councils were not remitting their employees’ pension contributions timeously because of lack of a clear law to guide them on that.   • 18 Oct 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for the opportunity. I support the recommendations made by the Committee which is headed by Hon. Kathuri. Kenyans at large have seen the input of the NG-CDF. For instance, the constituency I come from, we are referred to as marginalised communities. Since the introduction of the NG-CDF and more so devolution, that narrative is no longer there because we have seen the role the NG-CDF is playing within our constituencies. I also rise to support this Motion that provides for specialised training and subsidised costs relating to fistula surgery. My colleagues who spoke before me had actually explained in detail what fistula is. Having known that it is a condition that affects women and girls due to unattended labour at birth, or as a result of, maybe, rape I think it is important that we support our women countrywide so that they can get subsidised medical care in all our health facilities. The NPSC and the IPOA were created following the outcry of the public for reforms in the police force due to many allegations that the police were mistreating members of the public. The Motion states that we establish special units in every primary and secondary school for children with disabilities. It is true that many of our school-going children are suffering out there. They are unable to access education due to their physical condition. Article 100 of the Constitution states that women, persons with disabilities, youth, ethnic and other minorities, including marginalised communities, should be given preference.
