  • 17 Nov 2015 in Senate: On a point of order Mr. Speaker, Sir. I know the Chair to be a very soft spoken person but for the benefit of the whole House, he is not audible, and I would ask that he properly raises his voice so that we can follow. view
  • 17 Nov 2015 in Senate: Mr. Speaker, Sir, we saw a public servant lie on record about the information that he was giving to a Committee of Parliament that includes some of the information that Sen. (Dr.) Khalwale is quoting. He lied on oath and the Committee that is led by CORD was silent then. Is it then in order for the Senator to repeat that it was given by the source of the information? Does he have another document that he is looking at? view
  • 17 Nov 2015 in Senate: On a point of order Mr. Speaker, Sir. My clarification is on the issue of procedure. I want to pick from where Sen. (Dr.) Machage has stopped. We are a House of Rules and Procedure. In the Senate Standing Order No.202, it very clear states that all Committee proceedings will be in the open unless there is express permission from the Speaker. We are actually discussing the proceedings of another House. Are we in order to actually presume? This meeting was not taken by a Committee of the Senate, it was a Committee of the National Assembly. We have got ... view

  • 6 Nov 2015 in Senate: On a point of order, Mr. Speaker, Sir. I want to join my colleague on the other side, Sen. (Dr.) Khalwale, in asking for guidance from the Chair. This is quite unusual because as a House of procedure, we are guided by the Order Paper for everyday’s business. I am quite confused on what we should do right now as we wait for the Committee. Again, maybe, Sen. Moses Kajwang, can shed the light on why he and Sen. (Prof.) Lonyangapuo are here and the rest of the Members of that Committee are not. If the business was done, then ... view
  • 6 Nov 2015 in Senate: On a point of order, Mr. Speaker, Sir. I want to pick up from where Sen. Hassan has stopped. I am reading Standing Order No. 68 (4) which states:- “If the special committee reports that the particulars of any allegation against the governor— (a) have not been substantiated, further proceedings shall not be taken under this section in respect of that allegation; or (b) have been substantiated, the Senate shall, after according the governor an opportunity to be heard, vote on the charges.” I am confused by the recommendations by the Committee in terms of a way forward on a ... view
  • 5 Nov 2015 in Senate: Mr. Deputy Speaker, Sir, I also want to join my colleagues in noting the importance of this Petition and also add my voice to say that, that issue is not only in Uasin Gishu County. We are doing very badly if we compare ourselves, as Sen. Mutula Kilonzo Jnr., has said, with the Abuja Declaration. We are not treating this issue with the importance that it deserves. We have had many complaints especially with the workers’ unions, doctors and nurses. We have not come up with a solution. I want to join my colleagues in asking that from your direction, ... view
  • 14 Oct 2015 in Senate: Mr. Speaker, Sir, I also want to join you in welcoming the students from Tangaza University College, especially at this time that we are expecting to host the Pope towards the end of the year. I want to encourage them, even as they engage in this learning process, that they also intercede for us and pray for the leadership of this country. view
  • 13 Oct 2015 in Senate: Mr. Speaker, Sir, I want to thank the Chairman of the Committee on Health for that response but as you have realized, when we began this Session, the issues that have dominated this House especially on matters of health in terms of negligence are still very many. Therefore, I want to seek clear clarifications from the Chair. First, I am interested with the kind fines that have been meted to the eight cases that have been determined so far in the last 10 years. The Chair should clarify the names of the medical practitioners or the crime and the charges ... view
  • 13 Oct 2015 in Senate: Mr. Speaker, Sir, I will make it very short. I also seek clarity on the issue of children that were injected wrongly in Elgeyo-Marakwet, two of them died. Was there any action taken against the medical practitioner who was in charge of this immunization? As he or she been taken to court? Finally, could the Chair clarify whether medical practitioners who are involved in negligence in the KMPDB are blacklisted so that people can identify them from a distance? view
